Introduction

The Indigenous Land Coordinator is responsible for providing technical expertise relating to proposed Treaty Land Entitlement (TLE) and First Nations land exchange selections that may involve departmental right-of-way tenure issues. Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must possess and maintain a valid Class 5 Drivers License.
  • Ability to travel by vehicle, plane, boat within Manitoba including overnight stays.

Qualifications:

Essential:

  • Diploma in Civil Engineering Technology, completion of Department Level 3 training program or suitable combination of experience and training with Indigenous land matters.
  • Experience working with multi-levels of government and with Indigenous and northern communities on land related matters.
  • Experience planning, coordinating, and facilitating a complex project with Indigenous and northern communities.
  • Demonstrated experience with provincial land descriptions and real property disposition.
  • Experience reviewing and interpreting legal survey plans and engineering plans.
  • Demonstrated experience writing formal correspondence and risk analysis on land acquisition and Treaty Land Entitlement selection areas.
  • Experience in coordinating and moderating meetings involving multiple stakeholders with competing interests and managing politically sensitive situations through the use of diplomacy and tact.
  • Excellent organizational and time management skills.
  • Experience with Microsoft Office and Adobe Acrobat.

Desired:

  • Familiarity with the 1997 Treaty Land Entitlement Northern Framework Agreement and Individual Treaty Land Entitlement Settlements.
  • Knowledge of the Addition to Reserve process, Community Interest Zones, and Resource Management Areas.
  • Experience reviewing, coordinating, and facilitating Treaty Land Entitlement selections.

Duties:

Reporting to the Manager of Property Services, the Indigenous Land Coordinator serves as a coordinating lead for the department in Treaty Land Entitlement (TLE) and First Nation acquisition efforts relating to capital and major projects, coordinating with the Indigenous Consultation Branch on consultation activities, summarizing documents and maintaining accurate written records relating to Treaty Land Entitlement (TLE) First Nations and land exchanges as they relate to the department. The incumbent determines the appropriateness of all proposed closings of departmental roads, drains and undeveloped road allowances in connection with Manitoba’s Treaty Land Entitlement Program and First Nation acquisition efforts.
